Job Description

The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information through scientific research and evaluation methods to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants.

ORPI is recruiting for one (1) City Research Scientist II to function as a Continuum of Care (CoC) Project Manager. Reporting to the Executive Director of the Continuum of Care, the Project Manager will:

  • Serve in a senior coordinating role on priority initiatives, including interfacing with managers of CoC Projects, inter-agency staff, budget and program monitoring entities, and external stakeholders.

  • Conduct quality assurance and HUD compliance activity reviews and monitoring of CoC funded projects, including corrective action plan development, spending and budget management technical assistance and general technical assistance to ensure ongoing HUD compliance.

  • Conduct policy and research projects and surveys related to federal and local housing and homeless legislation, HUD funding and program guidance, policy initiatives and the corresponding impact on the NYC CoC.

  • Contribute to work supporting Standing and Ad Hoc CoC committees. Activities may include drafting or updating key CoC governance documents, preparing meeting summaries, coordinating meetings, developing, planning, and scheduling provider facing training, providing updates to NYC CoC website and email list.

  • Develop HUD and CoC-specific materials for providers related to the annual HUD funding application.

  • Execute planning and analytical projects to support and enhance NYC CoC program goals and funded projects.

  • Identify and execute relevant issue analyses and/or projects to provide policy and programmatic proposals for decision makers.

  • Prepare/submit written reports, research findings and recommendations; meet with representatives of CoC funded programs and other City and governmental agencies to discuss performance against targeted goals as well as adherence to federal funding standards.

Work Schedule: Monday to Friday: 9:00 am to 5:00 pm

Work location: 4 World Trade Center

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
