Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. seven years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes;Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes AND six years of experience as described above. You must include with your application a list of qualifying courses, showing the names of each course, number of credits, the date(s) of course completion and the college or university where the education was received;Or 3. a bachelor’s or higher degree in industrial safety, industrial hygiene, or occupational safety and health AND three years of the experience described above.Experience limited to firefighting (paid or volunteer) is NOT qualifying.Agency Safety and Health Representative 1 and 2 candidates who are appointed to positions in the NYS Department of Transportation will be required to successfully complete six code courses as required by the NYS Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.At time of interview, you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis. New York State residence is not required.OrCandidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.OrIf a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.The minimum requirements for taking the examination are:Promotional Exam:Three months of permanent competitive or 55-b/55-c service as an Agency Safety and Health Representative 1.In order to be eligible for a provisional appointment candidates must have one year of service as described in the minimum qualifications for taking the promotional exam.Agency Safety and Health Representative 1 and 2 candidates who are appointed to positions in the NYS Department of Transportation will be required to successfully complete six code courses as required by the NYS Department of State. Duties Description Duties Description:As an Agency Safety and Health Representative 2, you would work under the general direction of the Agency Safety and Health Director 1-• Establish, organize, coordinate, conduct, and review a comprehensive health, safety, and accident prevention program,• Make extensive field visits and on-site inspections,• Develop and administer a safety education and training program,• Investigate crashes and injuries,• Participate in meetings and discussions with all levels of management,• Administer and ensure compliance with applicable safety and health standards,• Manage the Tennant Safety Organization for 50 Wolf Road,• Conduct First Aid, CPR and AED trainingResponsibilities may include serving a role within the Incident Command System to support the Department's response to regional and statewide emergency situations.At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State and/or having access to reliable transportation.This position will include travel within the State. Specific requirements, if any, will be discussed at the time of interview. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation. Use of Personal Vehicle may be required for work related purposes. Reimbursement will be provided in accordance with NYS OSC requirements.

Additional Comments Telecommuting: Opportunities to telecommute will be discussed at interview.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to competein an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
